Tsushima Mio (also worked on Angel's Feather) may have originally wrote the original Scenario, but I think someone else wrote the scenes (Or a different person per route, as even the writing style in Japanese changed with each route). Either that, or Mio just lost interest and rushed out the scenes. A LOT of plot elements were forgotten or twisted around (Or characters outright ignored when they were once a prominent part of a scene, like Nanase-senpai, who is ever explained AT ALL.)
