Do you mean only the eyes and not the background? That is not possible, because the hue-rotate works only for the whole video.

About Color Circle:
It is not possible. it only works with a color shift (hue-rotate), not directly with a color.

Yes, I think with scripts. Just edit the html file :) ..you can find many tutorials online.

But you can change the color, in wallpaper engine itself. I just added a screenshot, maybe that helps you :).
