Fix:

1-Firstly you have to verify integrity of game *by(Steam Library>press right click on mouse>Properties>Local Files>Verify integrity of game cache.).
2-Put monitors resolution to 1024x768.
3-Start up the game then press Setup Lara Croft...while setting up you put the resolution you want then press apply/OK.
4-Put monitors recommended resolution or the resolution you had :D
5-Start the game.

Like @Manormarker said, try disable Hyper Threading if you have an Intel.
It worked for me too.

This should have been fixed before it even goes on sale to the pubilc. Gettting a little tired of doing other peoples jobs.

Try disable Hyper Threading, Its works for me.

I would like to add this game should be installed in the default directory
ie:C:\Program Files (x86)\Steam\steamapps\common\Lara Croft and the Guardian of Light

I first installed in another drive, but the game did not run. This was fixed as soon as I re-installed in default dir. This tend to happen to a lot (to me at least) of games pre ~2016.
