The Dargo's mod in that pack is what removes the yellow tint.
Alternatively you could disable post process in the game's graphics settings file.

is there a graphical mod at work or the game just looks that way?

They're in a DLC pack. It was only released on PS3 and 360, but someone ported it to PC. You can find it with a google search.
