Here's my solution to 3-4. When you start with yellow, orange, and blue you should have enough money to build out the round-about.

But in that regard I have a much more streamlined setup for level 4-6:

It requires a lot of work because you have to constantly switch around but i can't imagine a layout using less tracks which optimizes cost reduction.
Though you may need to restart the level until you get a map that allows for this.

Every station has a direct route to green. The only route that suffers is blue-red and vice-versa, but I only had one instance given that they're both late-level stations, simply a matter of sending round the loop.
Also, you get more time with the mystery train to see whether to send west towards orange or not.
