Configure Outside Connections' Limits

Description
This mod allows you to control the cargo and residents limits on your outside connections.

The stock game doesn't allow much cargo to be imported/exported. In my city, the amount of cargo imported never surpassed 13 000 and some commercial buildings still said there were no goods to sell. With this mod the cargo imported jumped to 22 000 and all the buildings stopped having problems.

How to use
Open the Outside Connections Panel and change the values you want. The values are saved with your saved game so they can be different for each saved game.

Cargo Capacity - A higher number means more cargo can pass through this connection per unit of time.

Resident Capacity - How much residents can pass through each connection in a unit of time. You can use this to limit the number of residents that come into your city and thus limit the severity of death waves. Finding a good value would require a lot of testing thus I would love if you experimented with a different value and if it works put your results in the comments.

Dummy Traffic - An internal value used to determine the amount of dummy traffic entering the city. I still haven't figured out completely how it works since.

Tourist Factor (0, 1 or 2) - A higher number means more tourists visit the city per unit of time. The number (0, 1 or 2) relates to the income of the tourist. Tourist Factor 0 is for low income tourists, Tourist Factor 1 is for medium income tourists and Tourist Factor 2 is for high income tourists.

Notes
Road connections usually come in pairs because each way (in and out your city) count as one.
I don't think cargo can arrive by plane but the game can have that value so I added it to the mod.
I don't know if for trains, ships and planes exports and imports share the same limits.
Neither of this values affects the amount of tourists.
If you set ResidentCapacity to 0 in a new game houses will be built but no citizens will ever come.

In case this mod does not work, we can use Transfer Manager CE to adjust outside connections to a certain extent.

I'm coming back to the game after a while and I'm checking on all my mods to avoid any problems. Has anyone had any issues with this recently or is it working fine still? Thank u

This mod still works fine even it was last updated in 2018. I'm using this along with the "Rebalanced Industries Revisited Beta" mod. The tricky part is getting the numbers right, balancing everything while the city grows. So yeah, I still need a lot of experimenting to do. Other than that, it's all good. Saved games are stable on my part.

@Andocromn,
It takes some planning, but you can achieve that goal by making it physically impossible for imposts to reach your industries, using one-way roads and/or the road restrictions function ofTM:PE.

So, you'll want to over-produce raw materials and first-stage manufactured materials, and also configure the road network so that these materials, but not imports, can be delivered to the appropriate industrial areas.

What exactly is the "unit of time" in the description of this mod. Is it an in game day? A full day/night cycle? Or some real world measurement, like 1 minute?
