I suspected this way is also possible altho it makes not much sense in contrast how it was done back in the days. This also works:

Use the wet rug on the shoe
Use the big brush on the shoe
Use the small brush on the polish
Use the small brush on the shoe
Use the big brush on the shoe
Use the dry rug on the shoe

There is a quicker way. I've used your text, if you don't mind.
