I forgot to mention this earlier, but for some reason, after reaching level 60, I bought Lara Croft and reconnected, and the "Shopaholic" Steam achievement notification popped up. I'm not sure about the exact requirements.

That said, as soon as I unlocked all characters except the Prestige 2 ones and purchased all weapons for every faction, the in-game achievement counter increased. It hadn't increased before this.

@erektus It took me about 12 hours. I played in rescue mode and set the med-kit count to 20.
