Master strikes really do supersede everything else. And specific master strikes, at that. One master strike will delete half the enemy's health while another won't even slice off a noticeable sliver of health. Kinda makes it pointless to do anything other than that one optimal skill over and over again.. which is boring while simultaneously frantic. But the alternative is 10-minute slug-fests where you can't afford to get hit because the boss- er... enemy, does more damage than you. Which is also boring while simultaneously frantic.
