Scenario is designed for a Rural location, small town would work best. Suggested starting location - Stroud.
Difficulty: Hard - but you have all you need to get going.

The local council have invested and provided the assets and staff to get you going but will give very little subsidy.
Manage your routes and finances. Passengers are harder to attract and have high expectations, contracts may be the best way to make money.
