How to Make a Custom Event
I've added a decision to my files that will double all the pops in your nation.

Just copy the text and place it in notepad, name it whatever you want and place it in SteamLibrary\SteamApps\common\Victoria 2\mod\HPM\decisions. Restart the game and it will show up under political decisions and you can press it as many times as you want.
Now every time you use the genocide event you will gain 50 infamy, so adding another event to lower it efficiently is a must. I use this simple one:

Save this under any name you want and place it in SteamLibrary\SteamApps\common\Victoria 2\mod\HPM\events. Call it with "event 80003" when you need to and hey, presto, gone is your infamy.
The genocide event will leave your affected provinces with a negative modifier for a few years, but after that you're good to go.
