Follow these steps ⬇️
I also had 30 FPS when i download the game first time. Same FPS in every settings, normal, high or ultra doesn't matter. It's because game is running with V-Sync on when you open it. To close it follow this steps.

1 -
Go to C:\Users\YOURNAMEHERE\Documents\My Games\Fallout 76

2 -
Open the Fallout76Prefs.ini file

3 -
Search the ini-file for the word "interval"

4 -
Set "iPresentInterval=1" to "iPresentInterval=0" (1 = vsync on ; 0 = vsync off)

5 -
Then restart your game.

That's all! Have fun at Fallout 76 world!

From around 47fps (don't know, don't ask) to 120fps+ is a significant improvement!

Thanks!

Beating myself over the head after having done the same several times in FO3 and 4 :VLOVEIT:
