Kind off. When the steam exits the system it kinds of loses pressure however on some London underground steam engines they put some of the steam back into the boiler to be re-pressured. It was done to reduce the amount of steam beening put out as you did't want lots of steam and suit inside a tunnel. It worked however back then steam engines could't handle that much pressure so it was like a ticking time bomb. However on a modern day steam engine could work, Its would't be unlimited energy but it would increase efficiency in theory.
