Report a translation problem
Set the bus station and/or bus to only pick the passengers type (as opposed to workers or students).
If there is no alcohol in City A then people will take the bus to City B to get it.
"Workers" want to go to work while "passengers" want to eat/drink/have fun. So for example, "passengers" won't take the bus to the food factory because they don't want to work (right now).
Is 500 'km' correct? If town and industry area has that gap, it is too hard to transport workers stably.
