How To Enter The FIles
Go To Your Library and right Click On The Valve Game You Wanna Make To 1920x1080 and go to manage and go to browse local files.
Editing The FIle.
Go To \SteamLibrary\steamapps\common\valvegamehere\valvegamehere\cfg (P.S you have to install the game to make it work) You should see a file named video.txt click on it and you should see lots of words but here is the words and numbers you only have to change the numbers. heres what you have to change:

"setting.defaultres" "1920"

"setting.defaultresheight" "1080"

"setting.aspectratiomode" "2"

Done
You Are Done but if your still running the game and you can't see the 1920x1080 restart the game and it should be 1920x1080.
