Always thought of The Master being the plot twist Villian , like the game makes you think Lou is the main evil in the wastelands, and that he's the one who rules The Mutants invasion , but once you kill him and see that the children of cathedral and the mutants continue attacking you realize that he was just a tool of something much greater, if this was a cover art for Fallout 1 then it would sure don't show the real main villian, rather the person who we think it is.
