Go to C:\Program Files (x86)\Steam\userdata<your userid><game id>\remote open up system.sys in a hex editor, go to offset 0x04 and change it from "00" to "01" and then Save. When you open up the game you will have Legend mode, New Game Plus, and Premium Adventure unlocked even without any active save data.
