Agreed almost on everything you said, except for the "German" sense, not only but the most crucial.
Northen Italy was never considered "German", not now nor before.
Because at that point France is Germany for the Kingdom of the Franks.
It's not the right postulation, that's all.
One of the reasons why the Lombard League existed for a long time, even if they had rough time after the HRE.
The only point it's the fact that most of the northen part occupied by Austria, but that's it.

Fun fact, Napoleon died of poison he drank in 1813. He drank it because he was about to be captured, but it was expired and made him throw up, however, it greatly weakened his stomach and he became weaker and weaker. You can see this in the Waterloo movie, where he is so weak he had to rest, only for Ney to charge his cavalry.
