If your installed game is not in the E:\Sports Interactive\Football Manager 2021\ then change your directory exaclty where it is and need two dash at the start.
wagons: I don't know this can speed up or not (i think just a little bit help), but this give much more lifetime for your ssd.
The FM series need a lots of RAM, so if your game is slow, the need more RAM (or play less leagues)....i've 16GB RAM and this is enough for lots of leagues.
In Steam main menu go to the Directory (second main on the left).
Then there you see all your games. But you can filter that list, you can set only games, only accessories and both. If you set both, then you will see the FM editor also.
You can set the filter above the list.

If your external drive path is: "D:" and you created there one ie. "FM2021datas" directory for this, then your full path will be: "D:\FM2021datas" and you need write this correctly (!!) in the Launch option:
--user_data_location="D:\FM2021datas"
The <path> section: enter the exact path you wish the folder to be generated (ie D:\FM2021Datas etc).
