3.4 and 3.5 are bassically for the paid version of tactical ops. That's why it says retail only.
The last official mod version to TO is 3.3.2 if I recall correctly.
As far as operation na pali I have no idea. I did not play that modm but it's on https://ut-files.com/index.php?dir=GameTypes/ONP/

I was merely trying out the mods mentioned in your guide, and noticed that ModDb (as per your link for TO mod) lists the 3.4 and 3.5 updates to TO:AoT, which are for Retail (though it's my bad : I didn't realise that Retail meant Retail version of the game, not the digital Steam/Epic/GoG versions).
It's it seperate game.
