Spring. This simulator has priorty of real remote controllers. So most of these remote controllers doesnt have any spring in throttle and they stay in position where you left. Since your gamepad has spring in joysticks game thinks that you are giving throttle at middle speed, that causes your problem.

TO FIX :

1. Open Controller settings and do quick calibration but dont skip last screen.

2. Stop at this screen and click where i marked on screenshot. (You may or not want to inverted because its inverted at beginning.)

i used to play this game awhile ago but i stopped for a bit and came back... i thought that they updated the game or something but it turns out my controller calibration was weird, thanks for the help

I personally would recommend leaving it where it was, and getting used to pushing down for lower throttle. The movement range on the Xbox controller isn't great to begin with, and limiting throttle control to only half of the stick(the top half) cuts the throttle in two. Also, I would suggest trying some control freeks or something to extend the sticks in any way possible, as it will give you even more range and precision. This is what I am doing until my tx16s arrives.
