Simple, to the point optimization for PC.
Both same for AMD and Nvidia.

I easily get 60 fps at 1440p HDR while recording on OBS at same time.

My specs for those who have asked in comments.

AMD Ryzen 7 1700 OC to 3.85Ghz
16 GB of 3200 Ram OC to 14 Timings
Nvidia 1080 TI
Creative Sound Blaster X3
Live Gamer 4K
Elgato HD60
Stream Deck
2x Monitors at 1440p 120hz (1 for 3D and 1 for HDR)

I also got a M.2, SSD, then 2x HDD, and 1x Raid 0 Setup for recording.
Driver Optimization
First steps:
  • AMD/Nvidia panels force - 16x Anisotropic filtering
  • Power mode - Prefer max Performance
  • Texture Filtering Quality - High Performance
  • VSync - on / Fixed Refresh
  • FPS limit to 60

NVIDIA - Install latest Hotfix Driver - https://international.download.nvidia.com/Windows/451.85hf/451.85-desktop-notebook-win10-64bit-international.hf.exe

Ingame Optimization
Then Below see ingame Settings:

Display
  • Turn Vsync off ingame
  • Adaptive FPS off
  • FPS Limit off
  • * IF possible set to 120hz ingame.
  • * Full Screen also helps minimize stuttering

Graphics Tab
  • Textures - Ultra (No VRam difference or FPS)
  • Model Quality - Ultra (Minimal pops for 2 fps cost)
  • Anisotropic Filtering - Anything is completely broken, but are overridden by drivers if steps followed above.
  • Shadows - High (Semi broken, but High blends well)
  • Reflections - Medium (Same as console but still sharper with fps gain)
  • Clouds - High (Fluffy, but with a good 10fps+ saving)
  • Anti-Aliasing - TAA (Only option for PC)
  • Motion Blur - Preference, but game benefits style with blur.
  • Ambient Occlusion - Medium (Setting seems backwards, so medium applies AO without the weird skin glow)

What can I say. A tiny bit of effort, the same it takes to write another "bohoo broken port" post can easily bring your game to a playable state at 1440p. Should be no issue at 1080p!

I'm getting 60FPS in most areas but it does dip to 46 in busy areas. I'm using all high settings @ 1440p. Ryzen 1600 @ 4Ghz, AMD Vega 64 GPU, 64GB of RAM. FFXSR seems to give you about 10FPS+ without any noticeable difference in quality.

Note that in some cases driver updates will render parts of this guide superfluous.

that nvidia hotfix download. It made my screen look alot like low blue mode. Is there any way i can remove it?

kekw, or get job grind money, and buy expensive pc that actually makes you depressed. but hey at least now you've got a r9 5950x with 64gb ram at 3600mhz and a 3090

After about an hour-ish into this game I decided I couldn't play it as is because during rain or action-heavy cutscenes it would stutter so bad. I stumbled upon this guide and did everything word for word (except the highest i could go was 60hz for some reason) and I just completed the game and not once did it stutter the whole way through. Thank you.
