@KAT_Editor i use some of fingerprint shader to animate clay and use several emoticon to animate face , you can check YT Ch ShouthernShooty to learn how to do that.
And abaout hair i use Wiggle Bone Plugin to animate it. you can chack here https://blenderartists.org/t/wiggle-bones-a-jiggle-bone-implementation-for-2-8/1154726

But how with clay you can aanimate eyes like that :) And hairs sliding.
