Make a new Windows User and launch the game on that User. I am unsure as to why it works for me and some others but it sometimes works.

Here is what I found worked for me:
Make sure Origin and Steam are closed.
Press the Windows key and "R" at the same time.
Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER (this is a hidden folder so you may have to enable visibility in windows explorer to see it)
Move the "License" folder to your desktop, or delete it (games will reacquire the licenses automatically on startup IIRC)
Test.
