The code is now 9, 3, and 7. You do not have to specifically go left or right, as long as the same code is inputted you will open it.

Capcom changed the code for some reason. For me now open with left 9, right 3 and left 7

The direction of the initial number does not matter - all that matters is that you change direction for the next number. Same goes for the safes in RE 2.

you cant go up the stairs to go to that safe room once you pick the hose up youll have to go around... unless you kill that zombie before going to the station office
