Compliance Decay Fix

Kuvaus
Halves the compliance decay rate, so it is now actually possible to make a collaboration government as a fascist.

UPDATE: Issue is already fixed in the new 1.9.1 beta patch so this mod is not needed.

Hey I found a bug with this mod. If u annex puppets(both console and reducing autonomy) the compliance is at 0 and cant go up.This makes it basically imposible to use puppets.

I have these two defines changes in a personal mod I use. They make puppets in a reasonable time frame, but not in a (imho) stupidly fast time. YMMV.

NDefines.NResistance.RESISTANCE_DECAY_BASE = 0.175 -- base resistance decay
NDefines.NResistance.COMPLIANCE_GROWTH_BASE = 0.14 -- base compliance grow

Here are the base values from the main game:
RESISTANCE_DECAY_BASE = 0.1, -- base resistance decay
COMPLIANCE_GROWTH_BASE = 0.075, -- base compliance grow

As you can see, I tried doubling it, but didn't feel right to me. Change as you like.

Thx man. I find it incredibly silly they implemented this and it's actually impossible to create colab government unless you spend unglodly amounts of time and resources on it pre war. which is silly, germany set up lots of collab government across conquered territories to varrying degrees of autonomy.
