Prioritize conquest and integration of large cultures of foreign culture groups (1 integrated culture per group), with high civilization provinces. So integrate the largest culture of each group: Greek, Egyptian, Latin, Punic, etc.
You can probably skip integration of foreign cultures sharing your religion, in favor of assimilation. For example, Latin culture need not integrate any Greek culture, because both mostly follow Hellenic, But you should integrate Canaanite and Bohairic cultures when conquering Egypt and Carthage as Rome.
You should unlock Grand Temple and Grand Theater ASAP.

afaik there's no way to remove forts from vassals. however, i do recommend reading the imperator wiki page on assaulting forts. it'll let you blast through the forts at least.
