Eastern Culture (2) Taxpayer Dollars

Some time ago, a hot air balloon touched down into this very river. And, here is remains, rotting away with time. Well, not quite. At some point, the government decided to pay to maintain the balloon. No one quite knows why. Anyway, if this is where all the taxpayer dollars are going, we better make this one cheap. I wonder if we'll ever figure out why they're maintaining this balloon....
