Hmm, there shouldn't be any problem. I don't use RICO myself, but I do convert lots of files from one category to another. I think all you'll need to is open it in RICO and give it its RICO settings. Since this park is already a RICO-capable AI category (park/unique building), you probably won't even have to convert the AI category at all. Just add it as commercial within RICO afaik.

Is there any downside or loss of features if converting this to RICO - Low Commercial before placing it in the city?
