start by opening your menu (ESC) then you will see a section, down at the right corner of your screen with garage management, trailer management and there you will see truck dealer. you have to discover the dealer before you can purchase it online or fast traveling to it. note that you can only purchase trucks after you have bought 5 other trucks first. after discover it and maybe other dealer you will maybe find it hard to find a dealer on your map. thats why develepers of the game have added a section where you can choose brands like volvo. After that you will notice that there is a lot fewer spots on the map. thats the volvo dealers you have discover. after clicking on one of the spots there will pop up a menu, then you will be transfer to a new tab with volvo's. 2 types (new and old)
