It seems to be working fine for me, though. So maybe you just haven't downloaded the latest update?

The number doesn't matter, it depends on how many other entities (weapons, props, etc) are created first.

Very strange, it was #91 twice after #13 and I did not even open up another map, i took some time in between the first harpoon purchase and throw and the second harpoon purchase and throw though.

Hold on, its 13 instead when i open up a different map. It was #101 on ttt_gunkanjima_v2, and its #13 on TTT_Outset_Island

Same error, but the number changed. The number is consistently 101:
