Introduction
This guide will cover the basics of how to file a report against problematic players and abusive servers. It will also go into detail about reportable offences and how you can help make the TF2 community a better place.
How to File a Report
Accurately and fairly reporting problematic or disruptive characters will help to keep the TF2 community fun for everyone. The Report tool should not be abused, only file a report if you believe there is a valid claim of misconduct.

You can file an in-game report against a problematic player or server by clicking the F7 key.

Once you've pressed F7 you will get a notification appear on the left side of your screen, letting you know that the abuse report is ready to be made.

By default you can select J on your keyboard to submit the report now, or you can select O to submit it later.

If you choose to submit the report later you'll have a pending notification waiting for you the next time you return to the Main Menu of Team Fortress 2.

Clicking the notification will give you the option to create the abuse report by clicking on the eye icon, and it will give you the option to cancel it by clicking the red cross.

From the Steam Abuse Report screen you'll Initially be able to choose from two check boxes, Abusive Game Server or Abusive Player. If you've checked the Abusive Player box you'll be able to select the player name you wish to report from the drop down menu.

Additionally the game will automatically take a screenshot of your screen when you click F7. If you're reporting abusive imagery it's a good idea to click F7 while you're looking at it to provide evidence to your report.

Once you've selected a player's name the screenshot field will highlight them with a red box if they were within your view when you clicked F7.

Once you've specified the person you'd like to report you will then be able to see the Abusive Content drop down menu. From here you're able to select what you'd like to report the person for.

Certain choices from the Abusive Content list such as Avatar Image will give you access to the another drop down menu. Here you'll be able to specify what you believe is wrong with the image you're reporting. The screenshot field will also change to the offending avatar.

Below the main body of the report there is also a description field. In this box you can provide a short description of what you're reporting and any additional information which might help the person reviewing it.

When you're ready to submit the report click on the Submit button. You can also save the information provided by clicking on Finish Later. You'll then be able to click on the notification again and finalize any changes before submitting.
Cheating
The Cheating category is used to report players who are using an external aid to affect the outcome of the game. This can include speed hacking, aim hacking, wall hacking and other types of cheating within Team Fortress 2.

If you have any additional evidence to provide with your report such as a demo, a link can be placed in the description area of the report. You can also uncheck the option below the screenshot if it doesn't provide any evidence.

For a list of known cheats you can check out this article on the Team Fortress 2 Wiki.
Chat Abuse
If a player is being abusive by changing their Steam nickname or typing something in the chat field, they can be reported by using the Chat Text or the Player Name category on the report screen.

Once you have either selected you can then choose a sub category which best fits your report. This can include scam attempts, threats, harassment and other types of inappropriate chat related behavior. The screenshot taken when you hit F7 includes chat messages, capturing proof of the abuse is helpful for these types of reports.

Abusive Servers
Any abusive or unfair behavior relating to a specific server can be reported through the Abusive Server option. This includes servers providing game play advantages and other game modes which are not advertised in the server browser.

If you joined the server through the quickplay feature and the server is not abiding by the quick play server rules, you can file a report using this tool. For information regarding the quick play rules you can read the FAQ here.

If a server is advertising game play advantages in the server name, it is considered "opt-in", and you should not file reports against these types of servers.

Innapropriate Avatars and Item Decals
Player avatars which include inappropriate content can be reported using the Avatar selection. You can also report players who abuse the Decal Tool to apply inappropriate content to items such as the Flair or Conscientious Objector by using the Item Decal selection.

Once you've made a selection you can then choose a sub category which better fits your report.

Removing Players
If somebody is being abusive in a game and the server you're playing on supports vote kicking, you can initiate a vote to remove them. You can only vote kick and vote against somebody on your own team.

This can be done by going to the Main Menu when you're currently connected to a server. From the Main Menu select the Call Vote icon to the right of Resume Game.

You will now see the Vote Setup screen, from here it will allow you to vote on several different choices. To remove somebody select Kick and then select the player name on the right side of the menu. You can also specify to the other players in the match what you want to kick them for by making a selection on the drop down menu at the bottom of this panel.

When you're ready to start the vote click on Call Vote. Players in the game will then be given a popup to the left of their screen which will give them to choose yes or no.

If the vote is successful the player will be removed from the game and they will receive a temporary ban which will prevent them from instantly rejoining.
What Happens Next?
After a report has been submitted the player or server may be investigated for their actions by Valve. The punishment will vary depending on why they have been reported and the results of the investigation.

I use F7 to report players with C.P in their Concientous Objetor, Valve have successfully deleted 4 players' Conscientious Objector from their inventory and given them warnings

Guys Id love to know if anyone can help me with this, so I was playing a casual TF2 game and I came across an abusive Valve employee he could switch class in the middle of the map he had 100% aimbot and he was very toxic when people asked him to stop Id like to know if there is a way of reporting him directly to Valve since I have a screen shot of his name. If you know of anyway for me to do this I would apreciate if you replied thank you.

2 things that are bad with voting, 1 - vote window appears n dissappears so fast no one knows what it was about, whos it for and who requested it. when i activate a tf2 enchantment eternaween to turn on cursed skins. ppl think its a votekick of some kind and vote no. because they didnt see it.

other problem is a server mostly filled with players who like having the cheater/abusive player in and then you get kicked for whatever reason for requesting that person leaves.
