This guide is to show a possible layout for the upper class(domus), as https://gtm.you1.cn/sharedfiles/filedetails/?id=470266831 is dead I think. This guide isn't as good as that one, but hopefully it'll help some people. Please bear with me becuase this is my first guide.

Layout
There is space for 2 2x5 clusters of domus. The design is symmetrical about the center warehouses/graneries, and the vertical center. Shops are placed in order of need, started with butchers in the center, and dates on the ends. Insulae be able to coexist without lacking any goods or services except slaves.

Here are some screenshots of the layout:

Conclusion
Thanks for reading, I hope it helps. I threw this layout together quickly, but it should work fine.

thanks for all the feedback @Orchid. In my past experience I've had great pains with the palaces and villas; I often run out of map space with around 8 of them because of the sizing differences.... :steamfacepalm:

Also, it is possible to fit one doctor's clinic next to the slave auction area in the center, which seems to ease the pressures on the domi to get clinic access.

By having areas on the outskirts of the city make stuff and send it to the domus area, I was able to stabilize many of the domi enough that they wanted to be upgraded to villas, but I'm not really clear how I ought to go about that. I upgraded one, but moved a little ways out of the central area, and it immediately became dilapidated. It measures 6x10. (A domus measures 8x8.) Not sure if I should make a whole nother area for villas, because I already have huge areas of the city dedicated to shipping goods to the domi. And if I did try to make a villa area, it would seem to be a good idea if it could eventually support palaces.

Replaced two of the spas with piazzas (with musician schools next to them), since it seems like the domi kept running out of entertainment having to walk so far for it, and used the roads around the piazzas to fit some other buildings behind the temple/spa/library/hospital/bath row.

I also noticed that the four spaces where I put watch towers and fire watches instead of domi, also had room for 2 normal-sized shops (the kind you can put insulae over) and 1 winery per each of the four spaces.

It's actually kinda frustrating how short the ranges on the watch towers and fire watches are. If someone were to make a rebalance mod, it would be nice if they made the ranges on those buildings longer. Or maybe introduced a couple technologies you could research that would significantly increase the ranges on the watch towers and fire watches, so people wouldn't have the increased ranges right when placing their first buildings.

It's also a bit weird that people are always rioting when not in range of a watch tower, even if happiness is at 100.

I ended up putting the watch towers and fire watches in the four corners of the domus area, so it only fits 16 domi instead of 20. Also, fruit farms fit well behind the baths, and were just in range of the fruit stalls. Didn't fit entertainment in anywhere in the central domus area, but for whatever reason residents seem willing to walk a long way for entertainment.

For people who have trouble seeing, the rows perpendicular to the stalls are bath - hospital -library - spa - small temple - small temple - spa - library - hospital - bath.

(So going from the middle outward, that's small temple - spa - library- hospital - bath.)

And I'm pretty sure the rows behind the stalls are grammaticus - carpenter (bed store) - cabinet maker (recliner store) - winery - two doctor's offices - winery - cabinet maker - carpenter - grammaticus. And you should be able to fit a street sweeper in there somewhere.

Thanks everyone! I should note I don't recall placing any watch or fire towers. that might be a shortcoming...
