Nope, the extractor will stop running as the output is full.
This can happen if not enough waste dump or other output (Metal etc) storage
Domes connect pipes together, So a water extractor on the left will pump water along the pipe, through the dome & along the pipe on the other side
Your solar panels will work during dust storms and your generators will supply a massive amount of energy (20 each is a lot).
