This mod is made based on the vanilla building values. If you are playing with an overhaul, like Grimhammer, or a faction expansion that changes the minor settlement trees, this mod will not be directly compatible. It will work for unchanged factions, but things like garrisons and tiered income progression won't make sense. You'll have to look elsewhere for compatibility patches, I don't make any.

You're free to modify the file to make garrison or stat changes yourself; I won't be making any changes until the next DLC / FLC unless there is an actual bug like a missing value. Let me know if you find any of those via the comments.

Adds a 4th tier to the minor settlement chain for all playable factions in TWW2.

The main purpose is to allow the player and AI to construct the the tier 4 line of buildings in minor settlements, freeing up the Province Capital (somewhat) for specialized and/or tier 5 buildings.

Supports all officially included factions in both TWW2 campaigns that are not horde based (don't have minor settlements) and Norsca / Wood Elf outposts (do not use regular tiers and/or no reason to add a 4th tier).

This mod does not add more building slots to minor settlements, it only allows them to build up to tier 4 buildings. Adding building slots to minor settlements isn't really possible in the game engine without breaking the game, which is why those mods don't exist.

Notes when using this mod:

The appropriate cai files were altered to allow the AI to utilize these. This can potentially raise the difficulty of your campaign since the AI will have easier access to high tier military structures which will broaden its available unit choices in many regions. Most consider this a positive change though.

There is a known bug when tier 4 settlements are downgraded to tier 3 where the third building slot was locked again until you upgraded to tier 4. This downgrading only happens when occupying towns with the tier 4 already built. Unfortunately this mechanic of locking/unlocking a building slot as you move up and down levels is hardcoded and I was unable to find any way to interact with it. The slot will unlock again when you get back to tier 4, and/or you can sack/raze the settlements and start fresh, which avoids the issue.

Certain provinces, like Fallen Gates in the Lizardmen starting area, can show an upgrade hammer even after getting to tier 4. Its a very isolated problem (only 2 or 3 provinces in the game) and so far I cannot find the cause; It does not happen for me in my campaigns. There is some evidence to suggest this is tied to the DLC you do or don't own, but I haven't been able to confirm that.

Cost, build time are all the same as a tier 4 major settlements. Growth is reduced by 1 point as it felt too long in for each settlement to finish upgrading for the modest benefit they provide. All T4 settlements follow the same stat progression as their vanilla counterparts in every facet, but do add an additional small benefit to each faction, either public order or corruption, depending on the faction.

COMPATIBILITY:
This is save game compatible, and will work with old saves. Once the tier 4 minor settlements are built, you cannot remove this mod and keep using that save file. The save will have unknown assets and crash to desktop. There is no way around that.

Should work with most other mods since all assets included in this file are custom and the original game files are not modified in any way. Mods that modify the existing tier 1-3 settlements (income, garrisons), like SFO, will not be totally compatible with this mod and as to be expected I can't promise this works with everything out there on the workshop.

It works as of the last official patch released for TW2; there is a TW3 version made by someone else: Alarayn per the comments below. Direct all TW3 questions to them.

Any issues with functionality (or lack thereof) have been mod compatibility related for the last year or so, and I cannot help there as I cannot realistically adjust for other mods. I also do not make compatibility patches, I've always been open to people using my mod data to do so on their own but don't myself.

This will stay up up for the foreseeable future for all TW2 players but there will not be any further updates or changes.
