Just because you have a VAC ban doesn't mean you are a cheater in every game, but the Chinese are known all over the world for having a culture where cheating is normalised, so you have to understand that it is not at all pleasant, let alone reassuring, that every time you get killed by a Chinese person they have a vac ban. I don't think you have to be too smart to understand that.
