Gameplay Review
Just as I remember it! Not everything has aged well but it's still quite fun. It still feels more challenging and deep in many areas than Cities: Skylines. The fact that there are three density levels rather than two and that lower densities can develop on high density zones if demand doesn't exist yet makes for more variation, and the fact that zoning costs money means that you aren't incentivized to only zone high densities because higher density zones cost more money. In C:SL I always ended up with unrealistic cities full of nothing but skyscrapers because there was no reason to zone low density once higher density was unlocked.

The vehicle missions are a nice touch. There's something oddly fun about driving around the streets of your own city even if it's just from an overhead perspective.

I also love the graphics. The "pseudo 3D" style allows much more visible detail than in C:SL.

And the music. Easily one of the best video game soundtracks in existence.

Only annoyances I have are fiddly road, rail, etc. construction, and unrealistically steep and jagged roads unless you spend time leveling them by placing adjacent single road tiles.

Transport and traffic management is also less deep than C:SL.

Technical Tips
If you're having trouble with crashes: close the game, and copy this line (including the dash):
-CPUCount:1
Then right click on the game in your library, click "properties" and in the window that pops up paste it into the box under where it says "launch options". Since doing this I've yet to experience a single crash.

If you want to run it at 1920x1080 resolution then add this to that box as well:
-CustomResolution:enabled -r1920x1080x32
You can probably do this with any resolution you want, just replace 1920x1080 with the resolution you wish to run it at.

If you own a disc copy that won't work on Windows 10, It's very possible that the Steam version will still work for you (apparently Win10 can have trouble with older discs).

If you have problems with low FPS, try setting shadows to "low" in the in-game settings. Shadows seem to be a performance hog in this game even though they don't add much visually.

Edit: Also be sure to never press the button to save and quit (either to region or desktop) as this can cause the game to freeze and your save to be corrupted. Always save your city, then exit without saving.

It's meh overall.

The best thing in this DLC is the trams/streetcars, they are very useful as a mid-tier transport option with capacity between busses and metros/subways.

Heating pipes are somewhat interesting to use.

It also adds some nice parks and buildings, but they can mostly only be used in winter maps (see below).

The biggest downside of this DLC is that most of the content (except for the trams and heating pipes) it adds is only available in the winter maps, and these maps are always snowy. There is no seasons. The winter maps do look nice but I usually find myself growing tired of them eventually.

I'd say it's a more niche DLC. I had some fun with it for a while, but I eventually went back to only using normal maps, and only keeping it enabled for the trams.

It's an okay DLC overall, but might be a little over-priced.

It adds some nice buildings such as coastal buildings and cargo hubs.

Some of the policies it adds are very useful, especially the "old town" one, which allows you to set a district to allow local traffic only.

A lot of what it adds is kind of useless though:
  • bus lane roads (regular cars keep using bus lanes unless you place them a certain way, and I almost never use them)
  • taxis (don't really add anything interesting to the game)
  • commercial zone specialization is mostly just a cosmetic addition

A good DLC overall.

it adds lots of interesting management with the shelters, radio towers, etc.

The scenarios it adds are also fun to play through.

Its main drawback is that rather than making the game more interesting, some of the disasters can be extremely annoying, especially the ones that delete my meticulously-designed roads and transport networks (sinkholes, meteors, earthquakes), and manually repairing damaged road segments can be tedious.

Also: for some reason scenarios don't use random disasters, only the ones set by the scenario, even after the scenario goals are completed.

Easily the best DLC available for this game. It builds on the game's strengths and adds many interesting transportation options. Some more hubs would have been nice though.

Excellent bridge building game. It can get pretty challenging in the later levels. I'm currently in the 80's funland levels and some levels are taking a couple of hours of trial and error to find a solution. The hydraulic pieces in particular add a lot of strategy and difficulty to certain levels where you need to build drawbridges to allow boats to pass. There are also many more levels available to download from Steam workshop.

The only con really is that sometimes it feels like you have to just add a few random pieces to some bridges without really thinking to get them to work, such as doubling up road pieces with wood pieces. Also the physics can be inconsistent sometimes depending on what speed the simulation is running at.
