He hunts for low-level Steam accounts, looks at your inventory, sees its lack of cosmetics and deduces that you must have no knowledge of TF2 market prices or trading in general. Once he's certain that you're foolish enough, he sends you a friend request and tries to seduce you with lots of of cheap TF2 hats that cost absolutely nothing, in exchange for your expensive taunts & cosmetic cases, most of which can be sold for 4–8 euros. I called him out on it and he proceeded to insult and unfriend me. He deleted my comment on his profile, as well as that of another user who refused to deal with him since he [Joseph] had already been banned on a number of TF2 trading websites. I can only feel sorry for those who left positive comments on his profile.
