Non-commercial copyrights without copyright are not included in the scope of the music library license.
The copyright is not necessarily the author's, but may also be the publisher's. To use it, you don't have to buy out the copyright, as long as you have the right to use it. In addition to buying the library, buying out the copyright is to get the right to use it through the association license as above.
