Article 1 paragraph 1:
In this Convention, the expression "racial discrimination" means any distinction, exclusion, restriction or preference based on race, skin color, descent, national or ethnic origin, with the purpose or consequence of destroying or impairing the recognition, use or exercise on an equal basis of human rights and fundamental freedoms in political, economic, social, cultural or any other areas of public life.
