The game is plagued with cutscenes that end up doing way more harm than good - the few times that the game is allowed to be a game, it's actually quite fun. The problem is that the game tries to do way too much to highlight the intensity of almost every action sequence rather than just letting the characters do their thing and letting the situation grab you. It's like it's trying to pull you out of the driver's seat every 10 seconds to show you how intimidating Nemesis is rather than letting you encounter it for yourself.

The game is also way too short, though that may be a mercy considering how much fun the designers were keen on letting you have.

The soundtrack is nice though, easily one of the better ones this year.

All in all, the best parts of RE2 were stripped out in favor of taking control away from the player as much as possible. When the game is allowed to be a game, it's fun, though those sequences are too few and far between to warrant a high price tag. The game is okay if purchased for maybe $10-20 or so.
