Yuri is just an excuse to have nothing happen. It isn't lesbian, it isn't hetero, it's friendship with memes to titillate guys who like lesbians. Friendship: Fanservice Edition, basically. If it was "real" it would just be lesbian romance which would take actual effort to write and incorporate into the story, just like with a hetero romance.
Like isekai and other anime tropes it's a symptom of authors being too alienated from real relationships (and probably never having had a romantic one) to write anything of substance, so it's "subtext" and "implied" and at the end they...don't do anything, it just ends. Please clap
