The game is a valiant first attempt at a World War 2 grand strategy game, but it falls apart on a number of levels. Its diplomatic model is obtuse, and unable to actually reflect events of the period (when one person in an alliance is at war, it's all in, so you can't have Italy's late entry or Japan being part of the Axis but not at war), the combat model is reasonable enough - simple but effective - but production is a mess (it's hard to tell, but it looks like you need the same amount of consumer goods whether you're at war or not), and the UI gets pretty fiddly. On top that, the starting force set-ups are incredibly ahistorical (Germany starts with a larger army than UK and France combined, in 1936!). It's too complicated to be accessible, and too simple (and ahistorical) to draw in enthusiasts of the period.

One of the best 4X turn-based strategy games yet made, deep and enjoyable, particularly with Gods and Kings and Brave New World expansions.
