[Rulers have an option to call their banners to their wars. Their direct vassals will join them in war if they meet certain criteria. Criteria includes positive opinion, high liege dread, allied, honorable, or part of the loyalist faction. The Call the Banners decision is available usually but for performance reasons it is limited during some larger war scenarios.
Vassals can be called into war against their liege. If they have not already declared for their liege and they are allied with you, you can give them the option to betray their liege and join with you.
