This game was always destined for failure. The developers have a track record of being a part of pump and dump style early access titles that never see completion. Take Two allegedly pulling the rug serves as a convenient excuse for the fact that the game is dead in the water, but it does not excuse the false promises and blatant lies from the developers since day one. Terrible devs; terrible publisher -- never again.
