If anyone knows him IRL or in the Unrepentant group, please reach out to him personally and not on Steam to help him in re-securing his account. I've already reported it to Steam by going to the More section at the top right, choosing Report, choosing "Theft/Fraud/Scamming", and then "Their account appears to have been compromised".

I'd hate for him to not be able to get his account back, so reach out to him some how and have him visit the official Steam support page to get his account back, I've recommended to Steam support already to reach out to him.

I just got that message for CSGO team too and didn't do it.
