Friend, I really ask you to do please +9999 is very necessary please!!!!
I just wanted to ask if it is possible to make a mod for Rome 2 Total War.
It is reducing the recruitment cost of politicians to 0 or 1000 because I don't want to spend like 15000 to have new politicians :(
Also if possible can you make a mod that just increases birth rate (if possible compatible with Dredsen 4 Turn Per year mod)

not too sure what you mean?
if making units
you can either make your own battle entity for those units or simply add bonus hp in land units tables
or
if you want to make a cheat
you would need to make a hp effect that is applied to the player,
i would suggest making a armour mod instead as there is already armour stat effects in the effect_bonus_value_ids_unit_sets, then enable the effect through campaign_difficulty_handicap_effects which has a player only option
(will not work for custom battles)
