It's just a bland boring and lifeless universe constantly interrupted by loading screens. The lore has all the depth of a puddle. Got stale very quickly. The big cities are so dead and empty you'd wonder if there were 1000 people in the whole universe. Dated game design on a dated game engine makes a game that's old and outdated on release. I don't think any amount of patches and mods can ever bring this game up to modern standards. Just horribly disappointing.
