Still buggy and unoptimized... you've not playing a release version, you're playing a late stage beta version. Road tools are pretty good, but the terraforming is buggy. All of the maps have water, and if you terraform terrain that originally had water, you won't be able to build on that new terrain because it still thinks it's water. Performance isn't that bad at Medium settings with motion blur disabled (Ryzen 5900X, RTX 3090, 545.84 driver), but I expected better. Paradox really screwed the pooch here and should have delayed it at least a month or two and shot for a holiday release. Review will be updated once they fix the biggest issues.
