Great DLC. Very useful and looks good as well.
Armor + horse equipment can be obtained at the Armorer in Kaer Trolde and is available at Lvl 16, and it seems, if you're on a much higher level, so over 30 or something, it'll also be available at Lvl 41.
The saddle is one of the best you can get with 75 Stamina. Horse Blinders are also on par with Zerrikanian Horse Blinders at a Fear Level of 60 and the Saddlebags are just as good as the Zerrikanian ones as well, giving you 100 extra weight to carry around.
Overall a great DLC and very useful when you first come to Skellige.
